Level 4 | Duration: 16 months

NEW course for individuals starting out in a governance role in public, private or third-sector organisations. Suitable for both existing employees changing roles and new recruits.

Governance Officers ensure that organisations operate legally, ethically and effectively by supporting decision-making processes, maintaining compliance records and managing key meetings and documentation.

Our apprentices are taught by real practitioners with both experience and enthusiasm. They combine coaching skills with the ability to hold their own in any setting.

Who is this apprenticeship for?

Governance Officers ensure that organisations operate legally, ethically, and effectively by supporting decision-making processes, maintaining compliance records, and managing key meetings and documentation.

The apprenticeship is designed for entry-level, hybrid, or part-time roles — and for developing internal talent where experience may be limited.

By the end of the apprenticeship, the apprentice will be able to:

  • Apply governance frameworks, policies, and procedures to ensure compliance and accountability.
  • Prepare and maintain key documents such as board minutes, registers, and statutory filings.
  • Support and coordinate meetings of governing bodies and follow up on agreed actions.
  • Advise colleagues and stakeholders on governance and regulatory requirements.
  • Communicate effectively and contribute to risk management, sustainability, and ethical decision-making.

Typical job titles include Governance Officer, Governance Associate, Governance Administrator, Secretariat Officer and Secretariat Assistant.

Completion of the apprenticeship provides professional recognition aligned with the Chartered Governance Institute at Foundation level.

Communications Apprentice

The course

The training element of the course takes 12 months, followed by a 4 month assessment period.

The programme:

  • Develops practical governance skills in live roles
  • Supports board and committee effectiveness
  • Strengthens compliance, risk management, and decision-making
  • Is levy-funded or 95% government-funded
  • Built to reflect real Governance Officer roles across local government, civil service, arm’s-length bodies and regulated organisations

The course has nine core modules, typically spilt into two half day sessions each, delivered online via Teams. There are also assessment preparation sessions and round tables. Regular mini-projects take newly learned knowledge and put it into practice in the workplace.

The assessment components are a project with report, presentation and questions and answers and a professional discussion underpinned by a portfolio of evidence.

  • Sector-specific law, plus overviews of e.g. company law, charity law, data protection.
  • How to horizon scan for future changes.
  • How to operate with integrity and confidentiality.
  • How to involve stakeholders in compliance (not stakeholder engagement, but rather people, processes and systems).
  • Knowledge of different governance structures, roles, and decision-making frameworks.
  • Knowledge of different approaches to organisational changes and developments.
  • Understanding of how to continuously develop governance systems, policies, and approaches to risk management.
  • How to work collaboratively with colleagues and stakeholders.
  • Knowledge of different governance codes, constitutional requirements, and policies.
  • Approaches to implementing policies.
  • Potential impacts on governance codes, including from AI, climate change and other external forces.
  • How to adapt and apply precedents in context.
  • Project management principles and techniques.
  • How to apply project management to governance initiatives.
  • How to take ownership of tasks and accountability for outcomes.
  • How to plan and prioritise workloads.
  • How to schedule and convene board/committee meetings.
  • Considerations around AI and its impact on minute-taking and other aspects of governance practice.
  • Flexibility in supporting decision-making bodies.
  • Approaches to governance reporting and disclosure obligations.
  • Options and approaches to forward-looking planning and calendars (covered more in project management)
  • How to produce accurate minutes and records.
  • Understand the impact and roles of key stakeholders and effective collaboration.
  • How to build and influence positive relationships during change.
  • How to respond to stakeholder requests and knowing when to escalate.
  • How to communicate complex information.
  • Compliance record-keeping requirements.
  • How to produce accurate, evidence-based reports and disclosures.
  • Knowledge and understanding of risks, analysis, and reporting frameworks (including climate change & sustainability)
  • Financial accounting concepts and interpreting reports.
  • Different options and approaches to IT systems for information management.
  • How to approach disclosure and verification of identity/relationships.
  • Impacts of AI and considerations for future AI impacts, on both technology and processes supporting governance.
  • Approaches to supporting governance through technological improvements.
  • How to ensure accountability in the use of systems and processes.
  • Approaches to acting with integrity and confidentiality with their job.
  • Knowledge and understanding of professional conduct, ethics, and governance culture.
  • How to commit to CPD and reflective practice.
  • How to adapt to changing circumstances and work flexibly.

The course has been developed by Hannah Kowszun (‘Koff-shun’). Hannah has considerable experience of governance, especially in the voluntary sector. She has worked with employers to create a brand new valuable training experience.

Richard Norris is the Skills Coach for this course. He has worked at senior levels in the public and third sector for nearly 40 years, in both executive and Board member roles.
